
On March 16, 2025, the Palestinian Institute for International Humanitarian Law and the Faculty of Law and Political Science at An-Najah National University met with deans of law faculties at Palestinian universities in the West Bank to discuss avenues for future cooperation.
This meeting was attended by Dr. Nour Adas, Dean of the Faculty of Law and Political Science at An-Najah National University; Dr. Ahmad Swaiti, Dean of the Faculty of Law and Political Science at Hebron University; Dr. Mahmoud Alawneh, Assistant Dean of the Faculty of Law and Public Administration at Birzeit University; Dr. Mohammad Shtayeh, Dean of the Faculty of Law at Al-Istiqlal University; Dr. Issa Manasra, Dean of the Faculty of Law at Al-Quds University; Dr. Rizq Salmoudi, Dean of the Faculty of Law at the American University; Dr. Akram Daoud, Director of the Project of Establishing the Palestinian Institute for International Humanitarian Law and Human Rights; and Ms. Bisan Abtali, The Project Coordinator.
During this meeting, the deans of the law faculties were introduced to the project of "Establishing the Palestinian Institute of International Humanitarian Law and Human Rights," funded by the European Union. In the discussion, the core objectives of the institute were outlined. These include building the capacity of legal academics through specialized training programs and curriculum development, enhancing collaboration with local institutions and civil society to promote awareness and implementation of international humanitarian law (IHL) and human rights, and strengthening Palestine’s legal framework to align with international legal standards and human rights principles.
The meeting also underscored the importance of research and publications in advancing legal scholarship in Palestine in the fields of IHL and HR. Efforts will be made to encourage academic research, joint studies, and the publication of legal analyses in leading international journals. Furthermore, the initiative seeks to enhance student training and practical engagement by offering internships, field training opportunities in human rights institutions, and participation in moot court competitions, equipping students with real-world legal advocacy skills.
This initiative reflects the Palestinian Institute of International Humanitarian Law and Human Rights' commitment to fostering academic excellence, strengthening legal institutions, and empowering the next generation of Palestinian legal professionals. By enhancing legal education and fostering cooperation, the institute aims to contribute to a more just and rights-based legal system in Palestine.
