The Palestinian Institute for International Humanitarian Law and Human Rights at the Faculty of Law and Political Science at An-Najah National University organized a specialized online lecture via Zoom on mechanisms for monitoring human rights standards within the United Nations system and the Human Rights Council. The lecture was delivered by Ms. Nawar Bdeir from Al-Haq Organization on Wednesday, 19 November 2025, as part of the interactive learning activities for students enrolled in the “Human Rights and International Relations” course at the Faculty of Law.


The lecture explored national and international mechanisms for the protection of human rights, including the roles of national institutions, judicial bodies, and civil society organizations in monitoring and documentation processes. Ms. Bdeir also highlighted the importance of shadow reports and parallel reports submitted to treaty bodies.

The session provided an in-depth examination of UN treaty-based mechanisms, such as human rights committees responsible for monitoring the implementation of international conventions, as well as procedures for receiving individual complaints and reviewing periodic state reports. It also covered non-treaty mechanisms, most notably the Special Procedures and the Universal Periodic Review (UPR), and their role in promoting transparency and international accountability.

During the lecture, Ms. Bdeir presented practical examples related to documenting violations in the occupied Palestinian territory, outlining key methods for activating international mechanisms to hold the occupying power accountable and the process of preparing and submitting relevant files to the competent bodies.

This workshop represents a part of the activities implemented by the Institute within the framework of the project to establish the Palestinian Institute for International Humanitarian Law and Human Rights, funded by the European Union, that aims to enhance the quality of legal education in Palestinian universities and to strengthen students’ practical understanding and their ability to analyze and apply international law within their local context.
