The Palestinian Institute for International Humanitarian Law and Human Rights at the Faculty of Law and Political Science, An-Najah National University, organized a specialized workshop on Wednesday, 29 October 2025, addressing the advisory opinion issued by the International Court of Justice concerning Israel’s obligations with regard to the presence and activities of the United Nations and other international organizations in the Occupied Palestinian Territory.


The workshop hosted Professor Karen Grewal, a visiting professor at the Institute, who delivered an in-depth analytical reading of the advisory opinion. She highlighted the legal foundations upon which the Court relied and discussed the legal obligations arising from this opinion for the occupying power, particularly in relation to ensuring the unhindered operation of international and UN organizations in the Occupied Palestinian Territory.

The workshop also addressed the legal and political dimensions of the advisory opinion and its role in strengthening the protection of international humanitarian law and human rights. In addition, participants discussed ways to utilize this advisory opinion within the Palestinian context, whether in legal advocacy efforts or in human rights discourse before international bodies.

This workshop comes as a part of the Institute’s ongoing academic activities that aims to deepening the practical understanding of international law, linking theoretical knowledge with relevant international legal developments related to the Palestinian cause, and enhancing the capacities of students and researchers to analyze decisions and advisory opinions of international courts.
