The Palestinian Institute for International Humanitarian Law and Human Rights organized a training day on the Principles and Fundamentals of International Humanitarian Law and Human Rights on 11 August 2026, in cooperation with the Palestinian Police. The training was delivered by Dr. Omar Al-Bzour and targeted a group of Palestinian Police personnel from various ranks.

The training day addressed a number of fundamental topics in the field of international humanitarian law, including the concept of international humanitarian law, its scope of application, and its relationship with international human rights law. The training also covered the rules governing the protection of persons and categories protected during armed conflicts, including civilians, the wounded and sick, medical personnel, and protected objects. It further addressed the legal rules governing belligerent occupation and the protection of civilian populations in occupied territories, as well as preventive and monitoring mechanisms aimed at ensuring respect for international humanitarian law, including the role of the International Committee of the Red Cross (ICRC) and the International Red Cross and Red Crescent Movement.

The program also addressed international and criminal responsibility arising from violations of international humanitarian law and relevant international accountability mechanisms. In addition, participants were introduced to the appropriate legal terminology and concepts in the field of international humanitarian law and how to employ and use them accurately within the Palestinian context.

This training day was implemented as part of a series of activities and programs carried out by the Palestinian Institute for International Humanitarian Law and Human Rights in cooperation with official institutions and the public sector. These activities aim to enhance specialized legal knowledge among personnel working in national institutions, strengthen their capacities in the fields of international humanitarian law and human rights, and support their ability to apply the relevant principles and rules within the context of their work. The training also contributes to strengthening institutional cooperation between the Institute and public institutions in disseminating knowledge of and promoting respect for international humanitarian law.

The activity was implemented within the framework of the project “Establishment of the Palestinian Institute for International Humanitarian Law and Human Rights,” funded by the European Union.
