On 8 and 10 September 2026, the Palestinian Institute for International Humanitarian Law and Human Rights organized two training days  on the Principles and Fundamentals of International Humanitarian Law and Human Rights. The first training day, held on 8 September, targeted personnel of various ranks from the Palestinian Civil Defence, while the second, held on 10 September, targeted members of the Palestinian National Security Forces.

The training was delivered by Dr Omar Al-Bzour and addressed several fundamental topics in the field of international humanitarian law, including its concept, scope of application, and relationship with international human rights law. It also covered the rules protecting persons and groups entitled to protection during armed conflicts, including civilians, the wounded and sick, medical personnel, and protected objects. Furthermore, the training examined the legal rules governing belligerent occupation and the protection of civilian populations in occupied territories, as well as the preventive and supervisory mechanisms intended to ensure respect for international humanitarian law, including the role of the International Committee of the Red Cross and the International Red Cross and Red Crescent Movement.

The training also addressed international and criminal responsibility arising from violations of international humanitarian law, mechanisms of international accountability, and relevant legal terms and concepts. Particular attention was given to the accurate application and use of these concepts within the Palestinian context.

This training formed part of a series of activities and programs implemented by the Palestinian Institute for International Humanitarian Law and Human Rights in cooperation with state institutions. It aimed to enhance specialized legal knowledge among personnel working in national institutions, build their capacities in international humanitarian law and human rights, and strengthen their ability to apply the relevant principles and rules within their professional contexts, thereby contributing to their proper implementation and greater respect for international humanitarian law.

This activity also reflects the Institute’s commitment to strengthening institutional cooperation with state institutions and developing national partnerships to disseminate knowledge of international humanitarian law and human rights and promote the application of their rules and principles. It was implemented within the framework of the EU-funded project “Establishment of the Palestinian Institute for International Humanitarian Law and Human Rights.”
