The School of Political Science at the University of Bologna is teaming up with the Fondation René Cassin, the Higher School of Economics of Moscow and the International Institute of Human Rights to offer an International Winter School program on the topic of Human Rights as a Horizontal Issue in EU External Policy.


Slated to take place from January 9 to 13, 2017, this intensive program will be offered at the School of Political Science at the Flori Campus of the University of Bologna in Italy. The purpose of the program is to give students a chance to delve deeply into all aspects of the external policy that governs the European Union and how it impacts human rights.

All students who participate in the International Winter School program will participate in breakout sessions on topics related to the external action and human rights, the relationship between the EU and the United Nations, the EU and its relationship to the Council of Europe, fostering human-rights relations and the priorities for developing human rights external strategies.

To be considered for admission, students must be currently enrolled in a bachelor’s or master’s degree program or have previous experience working in a field related to human rights or European Union policy. Students who are interested in attending the program must complete an application online. Only 60 students will be admitted to the program, and the cost is €200 not including accommodations or travel to Italy. The deadline for application is December 2, 2016.
